Commodity specific restrictions on registration of indents, WRF etc. for maize, sugar and automobiles over Central Railway have been imposed.
In a circular issued by Dr. U.S.Jha, Chief Commercial Manager (Freight Services), it is stated that in terms of the powers granted to Zonal Railway Administration for modifying the Rules under Ref(1) and powers vested with the competent Authority, PCCM and PCOM vide Board letter under Ref(2), the commodity specific restrictions (Maize, Sugar and Automobiles) on registrations of indents over Central Railway are imposed.
As per circular, in case of sugar, the restrictions will not be applicable to FCI. The maximum number of indents which may be placed on any day, at one originating station by one consigner/consignee should be restricted to 3 indents per day at that terminal. A cap of maximum indents, which may be registered at any goods particular shed, should be limited to 20. It means that there will not be more than 20 indents pending at any particular goods shed. Wagon registration fee may be enhanced to Rs 2 lakhs, which is at present Rs 1 lakh. WRF will be forfeited in case customer cancels the indent within 30 days of the placement of indent. Premium indents and indents for Bangladesh Railways to be kept away from the purview of these restrictions.
In case of maize:
-The following restrictions will not be applicable to FCI.
-The maximum number of indents which may be placed on any day, at one originating station by one consigner/consignee should be restricted to 3 indents per day at that terminal.
-A cap of maximum indents, which may be registered at any goods particular shed should be limited to 20. It means that there will not be more than 20 indents pending at any particular goods shed.
-Wagon registration fee may be enhanced to Rs 3 lakhs, which is at present Rs 1 lakh.
-WRF will be forfeited in case customer cancels the indent within 45 days of the placement of indent.
-Short lead indents for distances up to 250 kms will be restricted.
-Premium indents and indents for Bangladesh Railways to be kept away from the purview of these restrictions.
In case of automobile:
-The maximum number of indents which may be placed on any day, at one originating station by one consigner/consignee should be restricted to 4 indents per day at that terminal.
-There should be a cap on maximum indents which may be registered at any particular goods shed which should be 60 indents per day at that terminal. It means that there-will not be more than 60 indents pending at any particular goods shed.
-Wagon registration fee may be enhanced to Rs 1.5 Lakhs, which is at present Rs 1 lakh.
WRF will be forfeited in case customer cancels the indent within 20 days of the placement of indent.
-Premium indents and indents for Bangladesh Railways to be kept away from the purview of these restrictions.
