In a notification issued by the Department of Food & Public Distribution on 8th June 2022, sugar mills to whom assistance have been provided under buffer & export subsidy schemes are required to submit Utilization Certificates within three months from the date of release of funds to the sugar mills. Mills are also required to upload its expenditure details on EAT-02 module PFMS
On failure to submit the documentation, the buffer subsidy amount shall be recovered from the sugar mill along with the interest as notified by the Central Government plus penal interest @ 2.5% per annum.
Further on non submission of UCs by mills within 3 months, at least 25% of the quantity of sugar from monthly release quota of the sugar mill would be deducted till the submission of UCs.
