Lucknow: Additional Chief Secretary, Sugar Industry and Cane Development, Shri Sanjay R. Bhoosreddy told that a case of embezzlement of Rs.41.52 lakh in the name of organizing Kisan Mela and Kisan Seminar in Uttar Pradesh Sugarcane Research Council, Shahjahapur came in to light which was found correct in the investigations. For this embezzlement, FIR has been lodged against Dr. Brijraj Singh Chauhan, Senior Extension Assistant, and Shri Balgovind Dixit, Assistant Account Officer of U.P. Council of Sugarcane Research, Shahjahanpur.
In this regard, Shri Bhoosreddy told that both the officials Embezzled government money by showing fake events of Kisan Mela and Kisan seminars in different districts and by preparing fake Bouchers of payment in the name of M/s Prakhar Enterprises, Shahjahanpur and Harshit Sweets in the year 2012-13. While in investigation, it was found that all the farmer fairs and seminars reported to be organized by Dr. Chauhan were found fake. Cash payments were shown against fake bills with the intention of grabbing Government money in the name of farmer fairs and seminars. In this Embezzlement, the connivance of shri Balgovind Dixit, Assistant Accounts Officer, Sugarcane Research Council with Dr. Chauhan has been found.
He also informed that both the officials has withdrawn, Rs.1,46,473 cash for organizing Kisan Mela and Rs.34,22,750 cash for 120 farmer seminars in different districts against financial rules and in favor of harshit sweets, 23 fake Boucher’s of Rs.5,82,900 were submitted thus a total of Rs. 41.52 lakhs were jointly embezzled, while according to the rules issued by the Finance Department, an amount not exceeding Rs.5000 can be paid in special circumstances subject to the condition that the drawing and disbursing officer will have full responsibility for making the correct payment to the actual recipient. In connection to the fake Voucher of expenses in organizing 120 seminars in different districts, it has been informed by M/s Prakhar enterprises , Shahjahapur and Harshit Sweets that no bill/ Voucher has been presented by them nor they have received any payment. Thus, Dr. Chauhan in collusion with Shri Balgovind Dixit, has embezzled Rs.41.52 lakh of Rashtriya Krishi Vikas Yojna(R.K.V.Y.). This money was withdrawn as cash from the Treasury at different times which is against the financial rules. For this embezzlement, an FIR has been lodged under section-409,420,467,468,471 of the Indian Penal Code-1860 against Dr. Brijraj Singh Chauhan, Senior Extension Assistant, and Shri Balgovind Dixit, Assistant Accountant, U.P. Council of Sugarcane Research, Shahjahanpur.
Giving this information, Additional Chief Secretary said that Zero Tolerance Policy will be adopted in cases of corruption, and if any employee or officer of the Cane department or its associate institutions is found guilty of acting against the departmental rules and regulations, strict punitive action will be taken against them.
