Government releases draft Sugar (Control) Order 2024, seeks comments/suggestions by September 23

In a move to revamp the regulatory framework of the sugar industry, the government has released the draft Sugar (Control) Order 2024. This is driven by recent technological advancements in sugar production that have necessitated changes to the existing Sugar (Control) Order, 1966.

As per office memorandum issued on August 22, due to the technological advancements in the production process, there are multiple changes in the sugar sector which necessitates the revamping of existing the Sugar (Control) Order, 1966. In this regard, a copy of “the draft Sugar (Control) Order 2024” is issued.

The government has invited industry stakeholders to review the draft and submit their comments/suggestions, if any, by September 23, 2024.

Sugar (Control) Order looks after various aspects of the sugar industry, including regulation of production, sale, packaging and international trade of sugar, release quota for sale, movement and export/import of sugar.

  1. Subject : Priority of use of Grain Spirit/Alcohol in production of Potable Liquor rather in Ethanol because of Health Benefit to poor people. Just difference of Rs. 2.00 per bottle of Liquor will lower the Ayushman Bharat expenses of the Government.
    Reference : Ethanol quantities allocated by OMC in Tender REF. NO. 1000410082 (C-2), E Tender No 14306 of Grain Spirit was (89%) 51.35 Crore Litres and Molasses Spirit was (11%) 6.64 Crore Litres.
    Honorable Sir,
    The Molasses spirit is normally used for Ethanol and Liquor in the ratio of 50:50. But now a days the scenario has changed and we had observed that the 89% grain spirit is diverted to Ethanol. The recent tender figures shows this pattern only.
    We all know that Molassess is a by-product containing high impurities which needs to be used in Fuel for Ethanol instead of human consumption and Grain Alcohol is naturally much better for human consumption. . So Liquor made from Grain Spirit as compared to Molasses Spirit will be many times better & healthier for Liquor Consuming people.
    The quality of life and span of life will be directly affected if the government policies are made in this respect. Usually poor people consume Country Liquor which is made from Molasses spirit as it is cheaper. Most of the poor people will be taking the benefits under Ayushman Bharat and the burden and expenses of Hospitalisation pass on the Government. It can be reduced if the Government makes a policy for using maximum grain Spirit for Liquor. The OMC will also be saving money as the prices of Molasses Ethanol are cheaper. The Liquor companies can pass on the cost burden of grain spirit to its consumers which is very very nominal. In present scenario grain spirit is costlier by Rs 10 per Liter. Only per 42.8% spirit is used in liquor manufacturing so the cost of one Liter Liquor will be increased by Rs. 4.3 per liter ( Rs. 2.00 per bottle of 180 ML ). Government can also consider giving higher MSP for grains used like Corn and Rice and the differential prices can be passed on to the Liquor manufacturers.
    The poor people of India have the right of good health, but unfortunately they don’t have the choice as country liquor is made from molasses spirit. Maharashtra State Government had made compulsion for use of 40% grain Spirit earlier but it is not followed strictly and many manufacturers had not followed the compulsion. We humbly request you to consider above facts and try to frame a good policy all over India so that the quality of life of poor people will be better. This will be a big step towards Swastha Bharat Mission.
