Provisions of five-year Khandsari Licensing Policy should be strictly implemented: Sanjay R. Bhoosreddy

In view of high Cane productivity in the state, to ensure crushing of sugarcane and to promote small and cottage industries and to generate employment, the five-year Khandsari Licensing Policy has been implemented. Now a new license will be given to the Khandsari unit outside the radial distance of 7.5 km from the nearest sugar mill. As a result of this, the establishment of new khandsari units will be encouraged and along with the creation of new employment at the local level, crushing of additional cane of the farmers will also be ensured.

Giving detailed information in this regard, Commissioner of cane and sugar, Shri Sanjay Bhoosreddy, has told that the entrepreneurs will have to complete all the formalities and have to upload all their records including Pollution Control Board’s no-objection certificate and registration received by the Excise Department on the departmental portal www.upkhandsari.in. On which decision will be taken from the competent authority within 100 hours. The units having roller size more than 33×46 cms will be issued license by the competent authorities keeping in view the availability of sugarcane and the number of Khandsari units operating in the last three years.

Shri Bhoosreddy further elaborated that units producing jaggery through power crushers will be exempted from license. To prevent smuggling of molasses in the state and to effectively control it, the supply of Khandsari molasses will be done on the basis of registration certificate issued by the Excise Commissioner, Uttar Pradesh and its information will also be uploaded on the www.upexciseportal.in.

He also told that Khandsari units will be allowed to evaporate the juice up to a maximum of 65 degrees brix, under the vacuum pan and permission for this will be given by the Deputy Sugar Commissioner in 3 working days on submission of the application. If the units producing jaggery wants to get license for production of khandsari, then they will have to submit a separate application for this. License will not be required for establishment of power crusher/mini crusher producing jaggery, but such units has to be established only outside the radial distance of 7.5 kms from nearest sugar mill gate.

It is also noteworthy that, with the implementation of five-year Khandsari Licensing Policy, maximum number of Khandsari and Jaggery units will be established in rural areas, and besides the crushing of additional sugarcane, new employment opportunities will be created in rural areas and the rural economy will also strengthen.

Instructions have been issued by Cane Commissioner, Shri Sanjay Bhoosreddy, to strictly implement the provisions of the Five Year Khandsari Licensing Policy to promote small and cottage industries in the State. Information of crushing and sale of products by Khandsari units must be shared with the Excise and Sugarcane Department. It will be mandatory for Khandsari units to do minimum 60 days of crushing work in a season.
