Commissioner, Cane and Sugar, Shri Sanjay R. Bhoosreddy has issued the Cane supply and Satta policy for the crushing season 2023-24. On the basis of cane supply policy, detailed instructions have been given to Sugar Mills for supply of sugarcane and issuance of Ganna Purchie to Cane farmers of the State.
Giving detailed information regarding Bonding and supply policy, Shri Bhoosreddy said that there is a need to balance the crushing capacity of the sugar mills, sugarcane production and availability of sugarcane to the sugar mills, so that the cane can be made available to the sugar mills, so that they can crush according to their requirement. Taking cognizance of all these facts, several changes have been made in the Bonding and supply policy for the crushing season 2023-24, issued by the Cane Development Department, in which, there has been a significant increase in the limit of satta. In this year’s Bonding and supply policy, the limit of cane satta per farmer is increased from a maximum of 850 quintal to 900 quintal for marginal farmers (up to 1 hectare), 1700 quintals to 1800 quintals for small farmers (upto 2 hectare) and for general farmers it has been increased from 4,250 quintal to 4500 quintals(upto 5 hectare). In case of increase in yield, the maximum limit of satta is increased from 1350 quintal to 1400 quintal, from 2700 qt. to 2800 qt., from 6,750 qt. to 7000 qt. for marginal, small and general farmers respectively.
After considering the much-awaited demand of the cane farmers, the Cane Commissioner, gave a big relief to the small farmers, the Commissioner has now included the cane farmer of 72 quintals in the category of small farmers instead of 60 quintals. With this, these satta holders will be able to get the facility of sugarcane supply within 45 days.
He told that transfer of basic quota in cases of sale and purchase of land in this year’s satta supply, preference will be given in satta to the farmers using drip irrigation, to soldiers, paramilitary forces, ex-servicemen and freedom fighters and their legal heirs will be given priority in sugarcane supply, facility of giving free applications to the Uttam ganna kisan for increase in yield and other provisions regarding the continuation of the satta if the satta member farmer dies during the crushing season etc. are also important.
In order to ensure maximum cane supply to the supplier farmers by the Cane Development Department, the maximum cane supply average of last two years, three years and five years, will be the basic quota of the farmer for the crushing season 2023-24. This will not only increase the cane supply to the farmers, but sugar mills will also be able to get more sugarcane. Along with the above, those farmers who have become new members in the crushing season 2022-23, and have supplied sugarcane only for one year, their one year’s cane supply will be considered as basic quota.
It was told by the Cane and Sugar Commissioner that priority will be given to the farmers adopting drip irrigation method in additional bonding and the rejected sugarcane varieties will not be included in the additional bonding. No amount will be deducted as administrative fee from any cane farmer for additional bonding. Applications for increase in yield will be received free of cost from the selected “Uttam ganna kisan” who have started trench sowing, inter-cropping and use of drip on the same field.
It was also told that after the rectifications of error in survey at the society level Satta demonstration fairs, the final calendar will be made available online through the Smart Ganna Kisan (ERP) website i.e. caneup.in and mobile app E-Ganna The final calendar will be displayed on the mobile app for the farmers, one week before the Sugar mill starts its operations. A computerized Inquiry Terminal will be established at a accessible place to the farmers.
The commissioner said that due to the demand of Cane farmers, it has also been decided in the Satta policy this year that if a registered farmer member dies during the crushing season, his Satta will remain operative in view of the timely supply of cane of the farmer. Soldiers, Paramilitary forces, Ex-Servicemen and Freedom Fighters and their legal heirs will be given 20 % priority in supply of cane when they provide certificates issued by the competent authorities.
The Cane Commissioner told that in this year’s supply policy, if a double bond of a cane supply farmer comes to light in the middle of the crushing season, then in the meeting of the Cane Implementation Committee, action will be taken to stop the cane supply /cane price payment of the concerned farmer. Through this system, the irregular supply which used to be made by the cane mafia through middlemen by creating fake cane farmers by obtaining unfair purchie will not be possible now.
With a view to provide excellent facilities to the farmers under the Grievance Redressal System, a Control Room has been established at the headquarter level in which farmers can directly register their complaints on the toll free number 1800-121-3203 and can get the solution. The Cane Development Department is setting up proper arrangements for timely and smooth operation of the sugar mills in the crushing season 2023-24, so that the cane farmers do not face inconvenience during the crushing season.
Giving information about the time-table of various works related to sugarcane supply, the Cane Commissioner said that the new members of the sugarcane societies will be appointed by September 30, 2023 and they will be allowed the facility of cane supply in the coming season. Farmer and village wise survey satta lists will be displayed from July 20 to August 30, 2023. Online distribution of pre-calendar will be done from September 01, 2023 to September 10, 2023 and Society level satta demonstration will be done from September 11, 2023 to September 30, 2023.
It is also worth mentioning that the Satta policy released this year will give further boost to digitization. With the elimination of middlemen only the real farmers will get the benefit of sugarcane supply and small cane farmers will be able to supply their sugarcane to sugar mills on time and farmers will be motivated to adopt progressive sugarcane varieties in place of rejected varieties.
